The Master Plan for Delhi with the perspective for the year 2047 was notified by the Ministry of Housing and Urban Affairs (Delhi Division) vide S.O. 4597(E) and published in The Gazette of India: Extraordinary, Part II — Section 3(ii), No. 4417, New Delhi, Thursday, 20 August 2026.
It was issued under Section 11-A(2) of the Delhi Development Act, 1957 as a comprehensive modification to MPD-2021, which had been notified vide S.O. 141(E) dated 07.02.2007. The notification states the Plan comes into force from the date of publication in the Gazette — there is no separate commencement date and no transition window.

The 22 annexures
The annexures carry the lists that the chapters refer to but do not reproduce — village names, industrial area lists, use premise codes. For landowners, Annexure 17 is the one that decides things: it lists the villages that fall under the Low Density Area.

What the PDF will not tell you
Reading the Plan answers fewer questions than people expect, and it is worth knowing that before you spend an evening on it.
- The operating machinery is not in it. Fees, application windows, approval process, grievance redressal and several land-share percentages are deferred to regulations that had not been notified at the time of writing.
- It does not tell you about your parcel. Applicability is decided at village and parcel level, and by separate statutory conditions such as whether land is notified as Development Area. A zone map is not a determination.
- It does not resolve overlaps. Several policies exclude one another — Low Density Area excludes land pooling areas, and vice versa — so which regime governs a given parcel is a question the text alone will not settle.
- It is silent on timelines for the Road Network Plan and for scheme notification.
Read the Plan, then verify the parcel
The published text is the right starting point and the wrong finishing point. Applicability, title, access and approvals are four separate questions, and none of them is answered by the Gazette. Confirm a parcel-level position with DDA and with a Delhi land law practitioner before acting on anything you read here or in the document.

Yes. MPD-2047 was notified as a comprehensive modification to the Master Plan for Delhi 2021, which was itself notified vide S.O. 141(E) dated 07 February 2007. Where the two differ, the notified MPD-2047 text governs.
Several MPD-2021 mechanisms were rewritten rather than re-enacted, so a provision you remember from the earlier Plan should be checked against the new text rather than assumed to carry over.
